Felicia is a senior commercial and finance leader with over 20 years of experience across the transport, infrastructure, and public services sectors in Australia, Asia, and New Zealand. A qualified lawyer and chartered accountant, she brings extensive expertise in major infrastructure and services projects across a wide range of industries, including defence, roads, transport, education, health, justice, and water. Felicia has acted as a commercial executive for the procurement, bidding, and delivery of infrastructure projects with a total value exceeding A$55 billion, and has advised on and delivered 15 social and economic Public Private Partnership (PPP) projects.

She currently serves as General Manager, Commercial and Finance at RATP Dev in Sydney, where she oversees commercial strategy, financial performance, and business development activities. Prior to this role, she was Commercial Director at RATP Dev, leading commercial negotiations and supporting major transport bids and projects.

Before joining RATP Dev, Felicia held the role of Commercial Lead at Transport for NSW, where she played a key role in the development, procurement, and delivery of major infrastructure projects, including WestConnex and the Western Harbour Tunnel. She led commercial negotiations with bidders, managed major claims and contract administration, advised senior executives and ministers on risk allocation and legal frameworks, and oversaw stakeholder and agency relationships.

Earlier in her career, Felicia worked at Serco as Commercial Manager, Strategy and Business Development for Asia Pacific, where she led commercial and pricing strategies for major bids exceeding $100 million across sectors such as transport, defence, health, and justice. She began her career at EY in Infrastructure Advisory, advising government departments on PPP projects, procurement strategy, commercial structuring, and bid evaluation.
