Reorganizing the Pays Basque Adour coastal network to drastically reduce car use

As manager of the Txik Txak “coastal” transport network (Pays Basque Adour) since 2024, RATP Dev is contributing to an ambitious program to overhaul the transport offer and decarbonize the fleet.

An ambitious plan to reduce car use in Pays Basque
Reducing the modal share of cars from 70% to 52% across the 161 municipalities of the Pays Basque and southern Landes regions by 2030 is a major challenge that the Pays Basque Adour Mobility Union has committed to tackling. To achieve this goal, the transport authority has entrusted RATP Dev with transforming the “coastal” network and its 16 bus lines, starting in 2024.
Drawing on expertise acquired in other regions, RATP Dev has implemented an action plan through its subsidiary RD PBA*. This mainly involves strengthening the Txik Txak network in line with environmental objectives and making it simpler and easier to understand in order to attract more users.

A complete overhaul of the transport offering
After analyzing existing routes and passenger habits, the transformation began in January 2025 with the reorganization of routes, the harmonization of schedules (eliminating the difference between peak and off-peak hours) and the extension of operating hours to better match the work schedules of employees in the sector. These measures ensure greater regularity and punctuality for existing services.
They have also been supplemented by solutions to enhance the service offering: the introduction of 8 lines to serve several large companies, increased frequency on line 3 with a bus every 15 minutes to increase the number of connections with the Hendaye and Saint-Jean-de-Luz urban lines, etc. All these developments form part of a sustainable development approach and pursue the objective of increasing the share of electric buses to 100% by 2032.
