Ratp Dev est à la tête du consortium HERM retenu en mars 2009 par la Région de Modène pour redresser et exploiter un réseau de 400 bus et trolleybus au service de 47 communes regroupant 4,3 millions d’habitants.

Le programme industriel prévoit un investissement de 13 millions d’euros pour l’achat de matériels roulants, une internalisation d’activités de maintenance sous-traitées et une billettique modernisée.

Ratp Dev est le principal actionnaire d’HERM, qui détient 49% de la société d’exploitation locale
ATCM (Azienda Transporte Collectivi et Mobilita).
Ratp Dev possède 48% d’Herm, associée à FER (Ferrovie dell’Emilia Romagna, 47%), Nuova Mobilita (2,5%) et CTT (Consortio Toscano Transporti, 2,5%).

Ratp Dev is the operator of ATCM (Azienda Transporte Collectivi e Mobilita) selected by the Modena Region to manage and reinvigorate its public network serving 47 communities with over 4,3 millions residents.

Ratp Dev is the leading shareholder of the HERM consortium (48%) which now holds 49% of a partly privatized ATCM. Other members of HERM are FER (Ferrovie dell'Emilia Romagna) 47%; Nuova Mobilita, 2, 5%; and CTT (Consortio Toscano Transporti) 2,5%). ATCM has 400 buses and trolleybuses and 600 employees.

The industrial plan designed by Ratp Dev includes a € 13 million investment in new rolling stock before 2012, reintegration of major maintenance work and a 20% reduction in payrolls over three years. A new modernized ticketing system will also be introduced.
